SIA project phases
Regulation 102 of the Swiss Society of Engineers and Architects divides a construction project into phases, from strategic planning to operation, and allocates the fee as a percentage across those phases.
Definition
The phases are the shared language of client, architect and specialist planners: preliminary studies, design, tendering, construction. Because the fee depends on them proportionally, progress per phase is not a statistic but the basis of the next interim invoice.
In practice the dispute is about progress: is the design eighty per cent complete, or sixty? Whoever documents progress per phase verifiably negotiates about a figure rather than an impression.
